You can buy very reasonably priced frames off the shelf from many stores, Some frames come with a mount, but it's bound to be the wrong size for your artwork, so you'll need to cut one to fit.

The mount is there for two reasons. The first is to create a pleasing border for the artwork. This can be done by choosing a complimentary (be it toned down) colour. And the second reason is to stop the artwork touching the glass. The sides and top margins are usually the same width whilst the bottom is usually slightly wider. This is to give a visual 'weight' to the piece. All materials used in the mounting and framing should be made from acid-free materials. If you do decide to frame the work yourself, you can find these items in a well-equipped art supply store.

If in doubt when framing, use the services of a professional framer. Tell him/her your budget right from the start and they will advice on style, colour and quality within your price range.
